The Holiday Island Suburban Improvement District (HISID) continued discussion at the April work session on ways to distribute funds from the property owner's collected assessments towards marketing and promoting Holiday Island.
Approximately 70 percent of property owners assessments collected are received from non-resident property owners.
Chairman Bruce Larson said, "We need to decide what we really are?"
The governing commissioners of Holiday Island Suburban Improvement District in Arkansas are facing tough financial decisions.
The previous board worked a budget for 2011, which includes appropriating $20,000 for marketing and promotion of Holiday Island.
Last month the board elected Commissioner Linda Griswold to gather more information regarding promotion and marketing.
She reported to the board that she had met on March 30, 2011 with members of the community.
According to Griswold's report the meeting of these individuals addressed the question, "How to spend the money?"
"Tom Dees announced that he has a new marketing strategy, which offers owner lots in unit 1 and unit 12 for $2450," said Griswold.
These lots are being offered as an attempt to generate the incentive to purchase a lot to gain access to Holiday Island's amenities.
Dees is trying to recruit realtors to man the "Guard Shack" at the main entrance.
Griswold reported that even though lots are being sold there are just as many being turned back to the district.
Ken Ames suggested at the meeting with Griswold and at the work session that an email be sent to property owners with the property incentives, which is posted here at Creekside News Journal (CNj) since the program was passed in March.
It was announced that the district spends $2,000 per year on the district's web site. The district also spends $1,000 per year on the Chamber of Commerce #800 telephone line, which is answered by a district employee at the district office during office hours.
Commissioner Dolce suggested in this meeting, as well as previous meetings, that an open letter of greeting be constructed TO: The Time Share Owners and their visitors.
Dolce also suggested that the women and men golf leagues set up a volunteer ambassador group.
The purpose of an ambassador group is to carry out various public relations functions including but not limited to attending trade shows, covering the "guard shack" at the main entrance, passing out literature and accompanying visitors on the golf course and/ or around the area when requested.
The Holiday Island News, a paper owned by Rust Communications and subsidized with property owners assessments is printed and distributed four times a year with assessment money.
The Carroll County News, which is owned by Rust Communications, presented an offer to mail the Holiday Island News to non-resident property owners with a proposed cost of $600 per month for six months. If the offer is accepted by the board, it would be a a deduction of $3,600 for six months worth of mailing costs from the marketing and promotion budget.
Commissioner Griswold supports the idea of distributing the newspaper.
Commissioner Janky commented that the newspaper was more public relations than it was marketing.
Commissioners Janky and Larson stayed on point that the district's web site has been the focus of many marketing plans since 2004.
Work sessions are for the purpose of sharing thoughts and ideas only. These meetings are not when the board of commissioners vote.
Next regular meeting of the board of commissioners will be held at the Holiday Island district office on April 25, 2011 beginning at 9 a.m.
