Holiday Island, Ark. - The Holiday Island Board of Commissioners (BOC) heard reports and suggestions at the regular August board meeting as items are being introduced for the Holiday Island Suburban Improvement District's 2011 operations budget.
District Manager Kevin Crosson reported there is still problems with the district's software, which has been a reason, since at least March, for not having the financial reports in a format that usually is presented to the BOC.
Crosson reported that "the District is faced with a significant deficit" and now is not a good time to implement a solid waste program. Crosson said, "I do not know if we have the legal authority," to impose a mandatory solid waste service.
The BOC has been discussing for months implementing a mandatory trash service and billing out on the property owner's water bill.
Based on the information provided, which was a request by the board to the district manager, the board passed a motion to postpone a solid waste regulation.
Crosson reported to the board that there are problems with the mechanical bar screen at the new waste water treatment plant. He is finalizing plans to finance through the State the purchase of a mechanical bar screen for the new facility.
During the Budget considerations, Crosson announced that Capital Source currently handles 550 properties formerly owned by NRPI. These properties have not been turned back to the State for failure to pay county taxes.
Crosson reported that a reduction in staff and a hiring freeze "has been a challenge for three years running." He stated that it is difficult to keep employee moral up. The district staff consistently recommends that more money be spent on roads.
"The district is barely holding the line in terms of infrastructure," said Crosson.
The District Manager recommends that the BOC not seek out large amenity type improvements and it is his recommendation to reduce the Capital Improvements Program.
The current location for the district office was built in 1995. The building was purchased in 2002 by the district for business. The apartment areas on the lower ground floor were to be used for storage of district files. The BOC discussion at the August meeting concerned the need for a fire proof storage area, which revolved around utilizing areas at the clubhouse.
Two quiet announcements had no reactions from the BOC or audience: the district spends $23,100 yearly on their web presence including marketing and the "golf committee" recommends switching the front nine and back nine at the 18-hole golf course.
The next regular business meeting of the HISID BOC is scheduled for September 27, 2010 at the District Office on Woodsdale Drive. Meetings begin at 9 a.m.
