HISID BOC Commends Good Work

Holiday Island, Ark. - The Holiday Island Suburban District (HISID) held a regular meeting on Monday, January 25, 2010 at 9 a.m. in the District Office meeting room.

Newly elected commissioners Pete Putnum and Linda Griswold, secretary were in attendance along with Bruce Larson, chairman; John Dolce, vice chairman and Kay Janky.

The board unanimously approved Resolution #201 and presented a commendation to resident Ken Mills.

Mills served three 3- year terms on the Holiday Island Board of Commissioners. As the outgoing Chairman of the Board, he was recognized for having served the longest stretch anyone had served on the board. Mills was known to have kept a sharp eye on the finances of the District.

District Manager Kevin Crosson reported that the District was in great financial shape going into the current year. He announced that NPRI had paid their assessments along with a 25 percent penalty totally $228,000.

Under the FEMA program, the District received $50,000 for ice storm damage during the winter of 2009.

Crosson continued his report with the news that Carroll County Judge Sam Barr had added to the County's budget a line item for contribution to road departments, which includes HISID.

The waste water treatment plant was a $5.6 million project begun by BRD of Topeka, Kansas in November 2008. The project was nearing completion and would head into a performance review.

HISID Attorney Tom Morris provided the board with a current copy of the Freedom of Information Act (FOIA) procedures and answered questions from the board and the public. He announced that there were no active lawsuits presently.

Morris informed the board and public that all records including emails are open records under the FOIA. Requested records must be provided immediately with exception to records in storage. These records must be provided in three days.

Clarification was provided regarding whether two members can be in the same location at the same time. Morris explained that two members can not discuss business but that the FOIA was not designed to exclude members from attending social events.

Morris also addressed questions regarding the BOC executive sessions. Within the FOIA, it is very specific as to what topics can be addressed in an executive session and real estate discussions are not including in the privilege discussions for an executive session.

An announcement was made regarding the Eureka Springs High School mileage vote, which takes place on February 9, 2010 at the Best Western Eureka Inn. Early voting is also possible from February 2 - 8, 2010 at the Eureka Springs Courthouse.
