Attendance high at April BOC work session

HOLIDAY ISLAND, Ark., The Holiday Island Board of Commissioners held a work session on April 20 at 9 a.m. at the District Office. Topics of discussion on the agenda were a presentation by Ken Brown, president of the Holiday Island Homeowner's Association; Carroll County Sheriff Bob Grudek discussed Holiday Island law enforcement; the Yacht Club lease renewal; the Holiday Island Marina lease; and a consideration of a golf cart lease extension.
All five commissioners and the district manager were present for the work session. The topics on the agenda were only discussions with no official action taken, which is the purpose of a district work session. The room was filled with property owners and neighbors to the area who acknowledge they are boat slip renters at the marina.
Ken Brown, president, of the Holiday Island Homeowner's Association presented a report that announced some of the activities the association will be engaged in this year. The association members approved a $1000 contribution to the American Legion's playground fund for the Veteran's Park. The association approved a $6500 contribution for a propane powered generator. There will be additional grant writing for the additional $3500 needed to complete the purchase. The generator will be available at a location for sheltering up to 100 individuals during emergency situations such as this past winter's ice storm.
The association's lengthy topic was the landscape project at the main entrance. The Holiday Island Homeowner's Association members approved an expense of $3500 towards a contract for professional landscaping at the main entrance and in addition a volunteer crew to assist the landscaper and continue the maintenance on the beautification project. The volunteer crew is also willing to take on the maintenance of the abandoned landscape maintenance around the front entrance district well.
District Manager Kevin Crosson asked about the height of the new berm and whether the project would impede the visibility at the intersection? Brown assured the audience that this had been considered and the plans showed a tapering downwards towards the highway with annuals to be planted at the highway end.
Commissioner Kay Janky pointed out that of the two proposals shown to the board, one did not provide the state license and also did not include tax collection in the financial. Brown replied that he would look into both of those issues.
Janky expressed that the board should vote on this project since the property belongs to the SID.

Carroll County Sheriff Bob Grudek reported to the board his commitment to do "everything I can to meet the obligation to HISID." The department has recently lost two officers and a very short workforce is now smaller. The sheriff's office has been requested to provide coverage to the Beaver Dam area, which puts a greater demand on the department this summer.
Sheriff Grudek reported that the department had acquired drug dogs and these dogs are available to other police departments upon request. The dogs have benefited the officers in drug related arrests and tracking of suspects but this has also increased the work load.
The contract between the Sheriff's department and the SID had not been signed at the time of this work session but the board was willing to complete the contract agreement.
The Yacht Club lease renewal was worked through with lessee Tom Guindon of Holiday Island Realty. The board was in agreement over the change in the monthly lease amount.
Commissioner Bruce Larson expressed concern that The District appeared to be in the commercial real estate business with continuing to lease the property. District Manager Kevin Crosson pointed out that the District is under a contract with the Corps of Engineers regarding the easement to the marina and the parking areas. It was determined during the work session that the Corps of Engineers contract would expire in three years. Guindon agreed with the board to amend the contract renewal to a three year term instead of five years.
Guindon pointed out the excessive amount the lessees pay for the propane service. The District Manager will look into arrangement for a different propane service. There was some discussion about outside repairs including the roof, which the district will need to address.

Consideration of a golf cart lease extension met with some legal concerns. Vice Chairman Bruce Larson asked that the district attorney review this issue and be present at the next regular meeting.
The lease in question is with Yamaha Motor Corporation. The company received an amendment extension with the current lease, which is in the third year of a five year lease. Larson is in favor of a bid / RFP at the end of the current lease based on his interpretation of the district regulation. Larson would also like an opinion from the attorney as to whether it is permissible to purchase the golf carts?

The Marina lease agreement was the final discussion. Allan Krier was present to answer questions. Currently the Kriers are in their final year on a renewed five year lease. They have successfully operated the Marina for nearly ten years. They are anxious to have a commitment from the district regarding the lease, so they can continue operations professionally with the vendors.
Again the concern is extending a lease, which has been extended once. There are no provisions in the extended lease for further extensions. Both Chairman Ken Mills and Vice Chairman Bruce Larson requested the presence of the district's attorney, Tom Morris, at the regular meeting.
