WCCAD WAITS

Holiday Island, Ark. - The Western Carroll County Ambulance District (WCCAD) met on June 15, at the district office in Holiday Island. The monthly meeting agenda included extraction equipment requests, dispatch procedures and the rural fire departments monthly reports.

The WCCAD board consists of John Dolce, president; Steve Hudson, secretary; and Chuck Olsen, treasurer. With a full roll call resulting in a legal quorum for business, John Dolce began the meeting with approval of the minutes from the regular and special meetings both held in May. There were no corrections.

Eureka Springs Fire Chief Rhys Williams is expected to present further information on the extraction equipment after legal questions are answered by the board's attorney. Treasurer Chuck Olsen contacted Attorney Matt Bishop for an opinion regarding the contribution request before the WCCAD from Fire Chief Rhys. Bishop could not attend the June meeting but is scheduled to attend the July meeting, which will be held at the Grassy Knob Fire Station on July 20, at 4 p.m.

Carroll County Sheriff Bob Grudeck discussed radio communications with the board and rural fire departments. He intends to have monthly meetings re-instated for communications.

Prior to this meeting, county deputies called the shots for dispatch. Grudeck addressed the need to have an officer on scene first to access the need for an ambulance. This type of procedure and policy results in delay times that the Rural Fire Departments find unacceptable for dispatching Emergency Medical Responders (EMR).

Agreement was reached to conduct a series of meetings with the outcome producing a final procedure policy. The Sheriff agreed that first responders have the first call of assessment. Treasurer Hudson asked when this temporary policy would begin and the answer was immediately; clarifying that Holiday Island and Eureka Springs are toned out at the same time.

Grudeck stated, "Change the ordinance so it includes ALL emergency groups."

Within the WCCAD there are four emergency rural fire departments with trained volunteer emergency response teams. Present at the monthly meeting were Tom Freeking of Eureka Springs Rural Fire Department, Jason Springer of Inspiration Point Rural Fire Department and Jack Deaton of Holiday Island Rural Fire Department. Absent was Grassy Knob Rural Fire Department due to a birth in the family but all departments including Grassy Knob gave their monthly reports to the board verbally and/or in writing.

These four Rural Fire Departments collectively make up what is referred to as "The Alliance." The Alliance has a strong concern for the handling of dispatch and they will be meeting as an Alliance on July 6 at the Grassy Knob Fire Station to construct a policy that will be presented to  Sheriff Grudeck.

Grudeck said, "Put together an agreement as to what the Alliance wants; then [county] dispatch has something in writing."

John Dolce requested that everyone report back to the board "within a month or two," which would be no later than the September meeting.
